WHITEMAN AIR FORCE BASE, Mo.- Col. Michael Phelps, Air Combat Command Chief Financial Officer, is fitted for his oxygen mask by Master Sgt. Robert Wilson, 131st Bomb Wing, for his incentive flight, Dec. 9, 2009.
