509th MSG welcomes new commander

Col. Rick Milligan assumed command of the 509th Mission Support Group from Col. Patricia McGinnis during a change of command ceremony here June 18.

Brig. Gen. Robert Wheeler, 509th Bomb Wing commander, presided over the ceremony.

Colonel Milligan was previously the Division Chief, Headquarters Air Mobility Command, Scott AFB, Ill.

Colonel Milligan is responsible for leading six squadrons of more than 1,800 Air Force and contract personnel in the Air Force's only B-2 wing. He directs base support to include emergency operations, readiness, security, construction, communications, fire protection, human resources, food services, fuels, transportation, supply and family support. He oversees a $40 million budget and a $340 million construction program for the 509th BW, the 442nd Fighter Wing and eight associate units.

"It is an honor and privilege to be here today," Colonel Milligan said during his change of command speech. "I know I am taking over a group that is in great shape. It's amazing when you think about the capability we have here in the 509th BW. The ability to launch a B-2 and fly undetected anywhere in the world, and take out any target of its choosing is amazing and represents the razor's edge of our nation's combat power. I will not take that responsibility lightly.

As the new mission support group commander, Colonel Milligan said his goals are to continue the unparalleled support for Whiteman Airmen and operations here and abroad.

"I look forward to working with the men and women of the 509th MSG," Colonel Milligan said. "We have some big challenges ahead and I know you will do well because you are all professionals. I've seen firsthand as I've had the chance to meet many of you during this past week."

Colonel McGinnis will move on to Peterson Air Force Base, Colo.
