Registration of Firearms: Personnel assigned to WAFB must permanently register their firearm within 10 duty days or their unit commander will be notified. The military member must report to their unit Firearm Registration Monitor FRM to properly register the weapon(s) by completion of the AF Form 1314. The unit FRM will assist unit members properly complete the AF Form 1314. Once the form is signed by the unit commander, the FRM will file the original copy in the member’s PIF and forward a copy to 509 SFS/S5SPP (jerry.osban@us.af.mil). A second copy will be provided to the unit member for their files. All firearms stored in Military Family Housing (MFH) must be registered within 10 duty days of occupation of the housing unit or introducing a new firearm to the installation. The military member is responsible for registering all firearms stored within their quarters. At no time is a MFH resident authorized to store a POF in their privately owned vehicle for any length of time. This does not apply to transit of POFs by MFH residents, who are in possession of a CCW, to their residence from off-base and vice versa.

Deregistration Procedures: Any time a registered firearm is permanently removed from WAFB it must be deregistered. The military member must contact the unit FRM and inform him/her a weapon(s) have been permanently removed from WAFB.

When individuals living in a dormitory wish to maintain their firearm(s) on the installation, the following procedures apply. The owner proceeds to Bldg. 711/Security Forces Armory with a photo ID and a completed AF Form 1314. The armorer completes the applicable portions of the AF Form 1314, returning the original and one copy to the firearms owner. It’s important for the firearm owners to maintain their copy of AF Form 1314 since this is their only proof of the weapon being stored in the armory. The owner maintains the copy as his receipt and returns the original to his/her organization’s FRM. At no time is a dormitory resident authorized to store a POF in their privately owned vehicle for any length of time. At no time is a dormitory resident allowed to store firearms or ammunition in the dorms.

The firearm owner presents a photo ID to the armorer. The armorer has the owner complete and sign the “withdrawal” portion of the AF Form 1314. If the checkout period exceeds 72 hours, the owner must validate the request by producing a leave form, TDY orders, etc. The owner’s commander will be notified any time a weapon is checked out temporarily and not returned within 72 hours.

The owner presents their copy of the AF Form 1314 and a photo ID to the armorer. The original AF Form 1314 is kept by the owner; the second copy is returned to their FRM. The owner must immediately transport the firearm(s) to either MFH, a storage location, or remove it from the installation.

POFs and ammunition will be securely stored in appropriately constructed storage containers with a tamper-resistant mechanical lock to prevent access by children or unauthorized individuals. Alternately, a safety device such as a trigger guard may be used, as long as the above result is achieved. The owner must control the keys. Firearms will be stored in an unloaded condition. Residents will not operate any firearms or ammunition sales from their quarters. MFH residents will not store firearms in any vehicle on the installation in attempt to circumvent or avoid registration requirements or proper storage procedures.

Personnel without Law Enforcement Officers Safety Act permit or CCW credentials are not authorized to store POFs in POVs under any circumstance. This prohibition includes brief stops during transit such as stopping at the Shoppette, an office or other location.

LEOSA and CCW credentialed individuals may store their POF’s in an approved storage container if they exit the vehicle for brief convenience stops. The vehicle must be locked when unattended. The firearm may be stored loaded or unloaded. Firearms must be stored in a locked metal container designed to secure handguns. Containers must be secured by either a key, combination or biometric lock. Containers must be stored in a location where they are not visible from outside the vehicle. Personnel authorized to store POFs in POVs may store them in a motorcycle if it is their primary means of transportation. Storage in a solid lockable compartment, saddle bag, or trunk: If the motorcycle is equipped with a solid (metal, hard plastic, fiberglass, etc.) lockable storage compartment, saddle bag or trunk, the POF may be stored in one of those area provided they are also inside a container that meets the above requirements. Individuals are not allowed to store/secure a handgun in an unattended vehicle for more than 24 hours within the legal boundary of WAFB. LEOSA or CCW credentialed individuals stopped for base entry point checks, traffic violations, or for any other reason by a law enforcement or command officials (Commanders & First Sergeants) must immediately inform law enforcement or command officials that there is a firearm in the vehicle or on their person.

Concealed carry of a firearm on the installation is only authorized for Qualified Law Enforcement Officers (QLEO) and Qualified Retired Law Enforcement Officers (QRLEO) as defined in 18 U.S. Code Section 926B/C with valid and current authorized LEOSA credential, in adherence to current base regulations. The installation commander or Defense Force Commander (DFC) may suspend concealed carry authorizations upon increased FPCON, local threat or other mission requirements. 

Military, civilian and contract employees are prohibited from carrying concealed firearms when performing official military duty. This also applies to LEOSA credential military members , civilians and employees.

Concealed carry by unauthorized personnel is not permitted.

• Must obtain locally generated credential issued by 509 SFS/Pass and I.D in Bldg. #711.
• Can conceal carry on base outside your vehicle in areas that are not deemed off-limits. Current off-limits areas include the following: Med Group, Commissary, Restricted Areas, Controlled Areas, Youth Center, Whiteman Elementary, and the Child Development Center.
• When leaving your POF in your vehicle, the POF must be stored in an approved storage container.
• LEOSA credentialed individuals stopped for base entry point checks, traffic violations, or for any other reason by law enforcement or command officials (commanders & first sergeants) must immediately inform law enforcement or command officials that there is a firearm in the vehicle or on their person and must be able to produce their LEOSA credentials and proof of training.

A dangerous weapon is defined as any instrument, not classified as a firearm, which a reasonable person would identify as specifically designed to inflict bodily harm or cause death. Examples: Devices falling into this category, include, but are not limited to; bows, switchblade, butterfly knives, nunchaku or other martial arts weaponry, blackjacks or saps and electrically powered “stun guns”, Tasers and paint ball guns/markers. Dangerous weapons will not be possessed or maintained by the owner in any dormitory, bachelor or transient living area. Dangerous weapons may be maintained in MFH for legitimate purposes, such as a displayed collection. These weapons will not be presented/displayed in a threatening manner against any individual. Dangerous weapons will not be routinely carried on the installation. Dangerous weapons may be transported in privately-owned vehicles between MFH, duty location, and storage areas, or from a storage area off-base and vice-versa to activities (e.g., hunting, shooting range, etc.). Stops are authorized, but are not to exceed 8-hours in duration. While transporting and during any stop, the weapon(s) will not be within reach of any vehicle occupant and must be secured in a mechanically locked container.

While not firearms or weapons, it is important to know that Whiteman’s airspace is deemed a “no-drone zone” by the Federal Aviation Agency. The airspace over Whiteman AFB is Class D restricted airspace and drone use is strictly prohibited.
